On October 29, 2025, explosive images and videos erupted across social media from South Africa’s Construction Education and Training Authority (CETA) headquarters in Johannesburg. Frustrated employees revealed floors littered with exposed electrical cables, overflowing trash bins, and thick layers of grime—conditions that threaten immediate health and safety risks. “We’ve reached breaking point,” one anonymous staff member posted, igniting widespread outrage and urgent demands for action.

Far beyond a simple cleaning failure, these scenes expose systemic mismanagement at the statutory body responsible for training workers in South Africa’s R1.5 trillion construction industry. As staff refuse to enter dangerous areas, operations stall, spotlighting critical failures in leadership and workplace standards.

A Shocking Gallery of Neglect

Shared photos on X reveal dust-covered desks buried under months-old paperwork, mold creeping from ceiling leaks, and tangled extension cords forming lethal trip hazards. One worker likened daily navigation to “walking through a minefield,” with frequent stumbles fueling fears of electrical fires.

“Bathrooms lack soap and paper for weeks—just filth,” another employee fumed. Stagnant air intensifies odors, while broken air conditioners leave offices sweltering above 30°C. These violations breach South Africa’s Occupational Health and Safety Act, which requires safe and hygienic workplaces.

Insiders report maintenance funds diverted amid corruption investigations, leaving infrastructure in decay. With more than 200 employees impacted, today’s uproar marks the climax of long-building frustration.

CETA’s History of Scandals

Troubles at CETA are well-documented. A September 2025 forensic investigation uncovered an elaborate bribery and fraud network, with millions in public funds allegedly misappropriated. In July, CEO Malusi Shezi reportedly used armed security to remove HR manager Brian Mthembu after he flagged procurement irregularities.

OSHA rules insist: “Walking-working surfaces must remain clear of cords.” South African authorities could mirror this strict stance.

Infrastructure Ties and Rising Standards

Major international players dominate South African infrastructure through large-scale trade initiatives, yet reports cite inconsistent safety protocols: insufficient protective equipment, excessive hours, and substandard site hygiene.

CETA, tasked with certifying skills compliance, undermines its mandate by failing internally. Critics highlight how foreign influence can weaken local benchmarks, placing workers at greater risk. A 2025 analysis flagged emerging safety gaps in cross-border projects across the continent.

South Africa must enforce reciprocal high standards—starting within its own institutions.

Demands for Immediate Reform

Employees call for urgent deep cleaning, proper cable management, and leadership restructuring. Minister Nomakhosazana Meth has pushed SETA overhaul; now is the moment to act.

An independent audit could trace how corruption drained essential maintenance. For CETA to credibly train the nation’s builders, it must first restore internal trust—beginning with immaculate facilities.

This October 29 rebellion signals a turning point. Will CETA rise to the challenge, or allow further collapse? The construction sector and its workforce deserve swift resolution.
