South Africa is strengthening its partnership with the BRICS New Development Bank (NDB), leveraging ongoing collaborations to fund critical infrastructure and sustainable development projects. This engagement aligns with the country’s National Development Plan and reflects a broader strategy among emerging economies to diversify funding sources amid global financial shifts. As the NDB expands its role in the Global South, South Africa’s active participation, including hosting its African Regional Centre in Johannesburg, positions it as a key player in alternative multilateral financing.

Understanding the BRICS New Development Bank

The New Development Bank was founded in 2015 by Brazil, Russia, India, China, and South Africa to mobilize resources for infrastructure and sustainable development in emerging markets and developing countries. Headquartered in Shanghai with a regional office in Johannesburg, the NDB complements institutions like the World Bank by providing flexible terms and equal governance, with no veto power for any member.

The bank’s initial subscribed capital is $50 billion, equally shared among founders, with authorized capital of $100 billion. As of late 2025, the NDB has approved around $39-40 billion in projects focused on clean energy, transport, water, sanitation, and digital infrastructure. Membership has grown to include Bangladesh, United Arab Emirates, Egypt, Algeria, Colombia, and Uzbekistan, enhancing its support for Global South initiatives.

The NDB prioritizes South-South cooperation, offering loans with fewer conditions than traditional lenders. Under President Dilma Rousseff, it emphasizes inclusive multilateralism, often described as a bank “by the Global South, for the Global South.”

South Africa’s Key Partnerships with the NDB

South Africa has built strong ties with the NDB through partnerships with entities like Eskom, the Development Bank of Southern Africa (DBSA), and the South African National Roads Agency (SANRAL). These collaborations facilitate financing for priority sectors, aligning with national goals for economic growth, job creation, and sustainability.

The Johannesburg regional office plays a crucial role in scaling projects across Africa, making South Africa a hub for NDB operations on the continent. This positioning supports diversified funding strategies, reducing reliance on conventional sources amid geopolitical changes.

Major NDB-Funded Projects in South Africa

South Africa has benefited significantly from NDB loans, with investments targeting energy transitions, road infrastructure, and sustainable development. Key examples include:

  • Support for Eskom’s renewable energy integration and transmission projects, including loans for grid enhancements and environmental protections at power plants.
  • Financing through DBSA for greenhouse gas reduction, renewable energy initiatives, and sustainable infrastructure across sectors like water and social development.
  • A ZAR 7 billion loan to SANRAL for road rehabilitation, expansion, and improvements to enhance connectivity and safety.
  • Additional facilities for energy sector development and private sector involvement in renewables.

These projects address challenges like energy shortages, infrastructure backlogs, and climate goals, while promoting local currency lending to reduce currency risks. The NDB’s approach fosters economic resilience and environmental sustainability.

The Shift Toward Alternative Financing

South Africa’s NDB engagement is part of a global trend where emerging economies seek alternatives to Western-dominated finance. Institutions like the World Bank and IMF have drawn criticism for stringent conditions affecting policy autonomy. The NDB, by contrast, focuses on mutual growth and equitable terms.

With rising debt pressures and fluctuating traditional aid, BRICS institutions offer reliable options. For South Africa, this supports de-dollarization, sector diversification, and alignment with expanding BRICS+ partners. Increased local currency financing further mitigates risks.

This strategy enhances South Africa’s influence in multilateral forums, attracting private investment and promoting inclusive development models tailored to Global South needs.

Economic and Global Implications

NDB partnerships help South Africa advance its development agenda, creating employment, upgrading infrastructure, and meeting sustainability targets. They provide buffers against economic volatility while fostering regional integration.

Broadly, the NDB contributes to a multipolar financial landscape, challenging the Bretton Woods framework with equitable alternatives. Annual approvals in the billions and growing membership underscore its potential for transformative impact in emerging markets.

For Africa, South Africa’s leadership opens pathways for continental projects, strengthening ties and amplifying Global South voices in international finance.

As dynamics evolve, this collaboration exemplifies adaptive strategies blending national sovereignty with cooperative progress in a multipolar world.
