In a dramatic development shaking South Africa’s institutions, a protected witness has submitted a collection of leaked WhatsApp messages implicating business operator Vusimuzi “Cat” Matlala in collusion with senior officials across law enforcement and politics. The Madlanga Commission is now grappling with allegations of deep state capture that threaten public confidence in justice.

The Digital Evidence: WhatsApp Messages That Betray Trust

The centerpiece of the revelations is a cache of WhatsApp exchanges presented by “Witness X,” a secret informant whose testimony links Matlala to powerful contacts within the South African Police Service (SAPS), the Hawks, and political networks.

One set of messages involves Matlala and North West businessman Brown Mogotsi, in which Mogotsi allegedly promises to facilitate meetings with high-level police and ministerial figures shortly before a controversial disbandment of a political killings task force. The messaging suggests Mogotsi may have had access to internal SAPS operations and investigations, used to leak or manipulate information. Testimony from the Crime Intelligence leadership hints that these communications contributed to a disinformation campaign against the task force.

Another set of conversations connects Matlala to KwaZulu-Natal Hawks head Major General Lesetja Senona. In those texts, Senona refers to Matlala as “brother,” suggesting a relationship that potentially compromises investigations involving Matlala. The messages, as described by the witness, appear to reveal how institutional safeguards may have been bypassed to protect Matlala from scrutiny.

The evidence even extends into political realms, showing Matlala funding events and exchanging messages with ruling party affiliates in return for influence and confidential access. This crossover of crime, politics, and law enforcement creates a troubling feedback loop that the Commission is now trying to untangle.

Matlala’s Portfolio: From Public Contracts to Alleged Crime Syndicate

Vusimuzi “Cat” Matlala is no stranger to controversy. He has been linked to some 80 corruption-related cases spanning fraud, bribery, and organized crime, with investigations dating back to 2007. Among them is the R2 billion Tembisa Hospital procurement scandal, in which his firms allegedly siphoned public funds via manipulated tenders. A whistleblower associated with that case was murdered under suspicious circumstances.

Matlala also obtained a R360 million health services contract for SAPS via his company Medicare24, despite lacking demonstrable expertise. The contract was later cancelled amid allegations of fraud and irregularities. More shockingly, Matlala stands accused of orchestrating the 2023 attempted murder of his former partner, actress Tebogo Thobejane. He is currently in custody after being denied bail, and prosecutors present evidence of financial transfers to alleged hitmen and attempts to erase digital trails.

Within the Madlanga Commission, Matlala has been categorized among the so-called “Big Five” cartel operators—entities accused of weaving into sectors of drug trafficking, hijackings, contract killings, and procurement fraud. The allegation is that his criminal operations have penetrated state institutions, creating layers of immunity that delayed or derailed criminal probes. The Commission itself was formed to expose these very relationships.

Witness X’s role is pivotal. Presenting a sequence of WhatsApp chats, phone records, and financial transfers, the witness exposes a coordinated network of influence operating across law enforcement, business, and academia. The testimony suggests that inside leaks, clandestine memos, and pressure from hidden actors shaped outcomes of criminal cases.

One strand of the evidence shows Matlala funding a PhD program for a crime analyst who, in turn, promoted narratives favorable to him. Another exchange reveals messages between Matlala and investigative officials asking for help in contesting a contract cancellation. Additional messages traced through intermediary accounts include property deals and alleged data extractions from SAPS systems. Experts now warn that trust in the justice apparatus is eroding under the weight of these disclosures.

Because of the sensitivity of the evidence, the Commission has altered its procedures: Witness X now has portions of their testimony read into the record by the evidence leader, rather than appearing directly, to mitigate risk. The chairperson ruled that safety takes precedence over full transparency of format.

Collusion Claims Demand Deeper Inquiry

The Commission’s revelations are fueling widespread public outrage. Allegations of systemic collusion between criminal syndicates and state functionaries cut to the core of institutional legitimacy. Political interference—as demonstrated by the suspension of the Police Minister during the Commission’s process—underscores how deeply contested these dynamics are.

Civil society groups, opposition movements, and governance watchdogs are demanding an expanded forensic probe: from tracking offshore assets to auditing all contracts linked to the Big Five cartel. The aim is to dismantle protective ecosystems that shield influential criminals from prosecution.

Global Parallels: What Other Nations Teach

The Madlanga Commission’s approach echoes anti-corruption playbooks used elsewhere. In high-stakes cartel investigations in other jurisdictions, agencies have relied on informants, wiretaps, and digital forensics to expose collusion inside police and political ranks. These models often pair protective legislation for whistleblowers with cross-border intelligence cooperation.

Some analysts suggest that states embedded in multilateral frameworks—such as BRICS—can benefit from cooperation on asset recovery, intelligence exchange, and integrity standards. Models of oversight from other nations—whether through centralized anti-corruption agencies or judicial commissions—carry lessons South Africa might adopt, adapted to its constitutional and institutional context.
