South Africa’s youth unemployment crisis, with rates above 40% for Black African women and approaching 50% in some regions, continues to fuel economic and social challenges in 2025. Beyond joblessness, desperate young people are increasingly targeted by job scams and exploitative schemes, as highlighted by discussions on X. The Youth Unemployment Crisis in 2025


South Africa’s youth unemployment rate remains one of the highest globally. Statistics South Africa reports that 6.8 million young people aged 15–34 are not in employment, education, or training (NEET) as of Q4 2023. Black African women face particularly high unemployment at 40.2%, deepening inequality and poverty. This crisis, compounded by sluggish economic growth of just 0.1% in Q1 2025, leaves youth vulnerable to exploitation, including job scams promising quick employment (Stats SA, YES LinkedIn).

Exploitation Through Job Scams: A Growing Threat


Desperate job seekers are prime targets for scams, with fraudsters exploiting the unemployment crisis through fake job postings, phishing emails, and pyramid schemes. Common tactics include:

  • Fake Job Ads: Listings on unofficial platforms demanding upfront payments for “training” or “placement fees.”
  • Phishing Scams: Emails or SMS posing as recruiters requesting personal details like ID numbers or bank information.
  • Pyramid Schemes: Promises of high earnings for recruiting others, often disguised as legitimate sales jobs.
  • Impersonation Fraud: Scammers posing as government or corporate officials offering fake YES program placements.

These scams drain finances and erode trust, with victims often losing thousands of rands. The South African government stresses that legitimate employers, including YES partners, never request upfront payments.

The Youth Employment Service (YES) Program: A Beacon of Hope


Launched in 2018 by President Cyril Ramaphosa, the YES program is a private sector-led initiative backed by government and labor to tackle youth unemployment. It has created over 100,000 work experiences and injected more than R6 billion in salaries into the economy. YES partners with over 2,200 companies, offering 12-month quality work placements for youth aged 18–34, particularly Black African, Coloured, and Indian individuals. These placements enhance employability while improving B-BBEE scores for businesses (SAnews, Investec).

Success stories like Thandeka Mchunu, who transitioned from unemployment to a senior role at WNS Global Services after a YES placement at Super Tyres, highlight the program’s impact. YES also invests in future-focused skills, training youth in drone technology, AI, and tourism through initiatives like Youth4Tourism (Y4T). Some cohorts report that 60% of participants secure permanent jobs (YES LinkedIn).

Other Initiatives Driving Change


Beyond YES, several programs are addressing youth unemployment:

  • Harambee Youth Employment Accelerator: Works with over 4 million youth and businesses to provide job access and skills training via the SA Youth platform (Harambee).
  • Shoprite’s Retail Readiness Programme (RRP): Provides seven weeks of retail training for youth with no prior experience, with many securing permanent roles (Nasi Ispani).
  • Presidential Youth Employment Intervention (PYEI): Supports education assistants, with over 320,000 youth appointed to aid post-COVID learning recovery (PMC).
