In a dramatic escalation of U.S.-South Africa tensions, South African authorities raided a refugee processing center in Johannesburg on December 16, 2025, arresting seven Kenyan nationals for illegally working on applications for white Afrikaner asylum seekers under President Donald Trump’s controversial program.

The raid targeted a facility operated in partnership with U.S. entities, where Kenyan staff from RSC Africa—a Kenya-based operation run by the nonprofit Church World Service—were assisting with processing claims. South Africa’s Department of Home Affairs stated that the individuals had entered on tourist visas but were engaged in paid work, violating immigration rules. Previous applications for work visas in similar roles had been denied.

The seven Kenyans received deportation orders and a five-year ban from re-entering South Africa. South African officials emphasized that no U.S. personnel were arrested, the site was not diplomatic premises, and the operation focused solely on enforcing immigration laws. However, U.S. sources reported that two American government employees were briefly detained and questioned, prompting a strong condemnation from the State Department as “unacceptable interference” in refugee operations.

The Trump Afrikaner Refugee Initiative

President Trump’s policy prioritizing Afrikaners stems from his repeated claims of racial persecution and “white genocide” against white farmers in South Africa, including farm attacks and land reform policies. In February 2025, he issued an executive order halting U.S. aid to South Africa and directing prioritization of Afrikaner resettlement through the U.S. Refugee Admissions Program.

By May 2025, the first group of approximately 59 Afrikaners arrived in the U.S. on a chartered flight, greeted by senior officials. The administration set a historic low refugee admissions cap of 7,500 for fiscal year 2026, with the majority allocated primarily to Afrikaners. Processing involves partnerships with RSC Africa and groups like Amerikaners, which support Afrikaner relocation efforts.

Trump has defended the program, asserting that white South Africans face brutal violence and discriminatory property confiscation. These assertions, however, have been widely debunked by South African officials, fact-checkers, human rights organizations, and even some Afrikaner leaders. There is no evidence of systematic genocide or targeted racial persecution. Farm murders, while tragic, affect victims of all races and represent a small fraction of South Africa’s overall high crime rate, not disproportionately impacting white farmers.

South Africa’s government maintains that Afrikaners remain among the country’s most economically advantaged groups and do not meet standard refugee criteria. Nonetheless, Pretoria has indicated it will not block individuals from pursuing U.S. applications.

Escalating Diplomatic Strain

U.S.-South Africa relations have plummeted in 2025, marked by aid cuts, tariffs, the expulsion of South Africa’s ambassador, and Trump’s boycott of the G20 summit hosted in Johannesburg. The raid has intensified the rift, with the U.S. demanding accountability and South Africa questioning U.S. coordination with workers bypassing visa requirements.

The incident exposes potential inconsistencies: while the Trump administration enforces strict domestic immigration controls, the overseas processing reportedly involved staff on improper visas, possibly to accelerate Afrikaner cases amid resource constraints.

South Africa has initiated formal diplomatic discussions with the U.S. and Kenya to address the matter, highlighting concerns over protocol and visa compliance.

Implications for Migration Policy

The Afrikaner program represents a stark exception in Trump’s broadly restrictive immigration framework, which has suspended most global refugee admissions and imposed rigorous vetting. Critics highlight perceived racial biases, noting preferential access for predominantly white Afrikaners contrasted with obstacles for refugees from majority non-white nations.

Interest among South Africa’s roughly three million Afrikaners has been limited, with many rejecting exaggerated persecution narratives. Leading Afrikaner organizations prioritize addressing shared national challenges like crime and economic issues over emigration.

As circuit rides for Afrikaner interviews continue into 2026, this raid underscores ongoing frictions in bilateral ties, with broader consequences for trade, humanitarian aid, and African regional dynamics.

The controversy encapsulates deeper debates in international migration: balancing enforcement, humanitarian obligations, and evidence-based claims of persecution amid polarized global politics.

This latest chapter in the U.S.-South Africa asylum dispute reflects enduring divisions, as both nations navigate immigration sovereignty, diplomatic norms, and contested narratives of discrimination.
